Tilenga Chemicals is the Smart Utilities division focused on oil and gas chemicals, including chemical blending, manufacturing and drilling-fluid solutions for Tilenga project requirements. Its scope covers drilling, completion, production and process applications, with Uganda-based formulation and blending and regional supply coordination for Uganda and Tanzania requirements. Tanzania-side commercial and logistics support is coordinated through Oros Logistics Tanzania Ltd.

EACOP Chemicals is handled by Pipeline Chemicals, a division of Smart Utilities. Pipeline Chemicals coordinates drag-reducing agents, biocides, corrosion inhibitors and the full ten-chemical water-treatment range, with documentation, replenishment and country delivery support in Uganda and Tanzania.
02Which law reserves locally available drilling and production materials for Ugandan suppliers?+
Regulation 10(1), read with Schedule item (m), of the Petroleum (Exploration, Development and Production) (National Content) Regulations, 2016 (S.I. No. 44 of 2016) reserves this supply category for Ugandan companies, Ugandan citizens and registered entities. Applicability depends on local availability and the procurement requirements, including NSD listing and any applicable PAU-approved exception. 03What is Smart Utilities’ manufacturing focus?+
Smartfloc Products focuses on water-treatment flocculant ranges made and blended in Uganda. Tilenga Chemicals carries our oil and gas chemicals focus, handling formulation, blending, manufacturing and drilling-fluid solutions for Tilenga and wider drilling, completion and production requirements. 04Is Smart Utilities an oilfield services and supplies vendor in Uganda?+
Yes. Smart Utilities is a PAU NSD-listed Ugandan vendor for oilfield chemicals, industrial equipment and consumables, OCTG support, lubricants, NDT and asset integrity, water and environmental services, maintenance support and project logistics. All asset integrity, inspection and maintenance services sit within Honest Inspection Services, a division of Smart Utilities. Every engagement remains subject to the buyer’s qualification, tender and award process.
05Can Smart Utilities respond to TotalEnergies EP Uganda and Tilenga procurement requirements?+
Yes. Smart Utilities prepares technical and commercial submissions for relevant tenders, expressions of interest and contractor requests connected to Tilenga and Uganda's upstream operations. Participation remains subject to each requirement's specification, prequalification and award process.
